Despite Telegram's founder, Pavel Durov, being arrested in France, the platform has been slow to cooperate with law enforcement, frustrating governments worldwide. Telegram's lax moderation and refusal to cooperate have led to increased scrutiny, with the EU considering new oversight under the Digital Services Act.
