The EU’s 2009 cookie law, meant to give users control over data, instead created “cookie fatigue” with endless pop-ups. To fix this, officials plan a December revamp. Options include letting browsers store cookie preferences, dropping banners for essential functions, or folding rules into GDPR’s risk-based framework. Critics say pop-ups offer little real protection and enable “dark patterns.” The EU also plans a Digital Fairness Act next year to curb manipulative online design.
